William Decatur named vice president for finance and administration

William R. Decatur, J.D., has been named vice president for finance and administration at Virginia Commonwealth University, where he will oversee the major operational units in the division effective Sept. 16.

Decatur is currently the executive vice president for finance and administration, chief financial officer and treasurer at the Rhode Island School of Design. At VCU, he will oversee the following units: Budget, Controller and Treasury; Business Services; Facilities Management, Parking and Transportation; Real Estate; Human Resources; and Technology Services. He will report to the chief operating officer.

"Bill brings a wealth of finance and administration experience from a variety of higher education settings," said David Hanson, VCU’s senior vice president and COO. "He will fit in well with our leadership team as we advance VCU as a major national research university."

Decatur has served in similar positions at Ohio University, the University of Toledo, Georgia State University and Shawnee State University.

Before joining Rhode Island School of Design, Decatur served as senior vice president for finance and administration, chief financial officer and treasurer at Ohio University from 2006 to 2010 and chaired the Ohio Inter-University Council committee of public university chief business officers, provosts and other representatives which changed Ohio’s university funding formula to an outcome based formula, aligning funding with the strategic priorities of the University System of Ohio strategic plan.  Decatur was executive vice president for finance, technology and operations and chief operating officer at the University of Toledo and served as the university’s interim president from June 2000 until July 2001. Decatur has also served in leadership roles at Georgia State University, Shawnee State University and the Ohio Office of Budget and Management.

He received his law degree and a master’s in public administration from The Ohio State University and his undergraduate degree from Miami University of Ohio.

His VCU appointment is pending approval by the Board of Visitors.
